US navy cancels Philippines port calls

THE United States has cancelled scheduled visits of three military ships to the Philippines, where a US marine has been charged with killing a Filipino transgender woman, officials say.

THREE US military vessels were supposed to arrive at Subic Bay Freeport in Olongapo City, 80 kilometres north of Manila, this month, according to Charles Jose, spokesman for the Department of Foreign Affairs.

But the department was recently informed of the cancellation of the port calls, he added.Jose said the cancellation was not related to the murder case against US Private First Class Joseph Pemberton, who is accused of killing transgender woman Jeffrey Laude, also know as Jennifer, on October 11 in a motel in Olongapo City."The reconsideration of visits is a normal occurrence as US ships are deployed in many areas of the Pacific and subject to changing operational requirements," he said."We don't see the ongoing case to be a reason."Pemberton is currently detained inside the Philippine military headquarters in Manila, but the victim's family and activist groups have demanded his transfer to a police detention centre.

Ban Ki-moon may vie for S Korea presidency

UN Secretary-General Ban Ki-moon could be a presidential candidate in his native South Korea in the next elections, a representative from the country's main opposition party says.

KWON Roh-kap, an adviser to the New Politics Alliance for Democracy, NPAD, said that confidants close to Ban had discussed the possibility of his candidature in the presidential elections scheduled for December 2017.

The UN leader, who will end his term with the international organisation at the end of 2016, would join NPAD and participate in the elections if he wanted, according to the Yonhap news agency, citing Kwon.South Korea's current president, Park Geun-hye, completes her five-year tenure in early 2018 and is not eligible to run for re-election under South Korean law.According to polls, Harvard graduate Ban, 70, is highly respected and popular among South Koreans.Ban served as the country's foreign minister in the government of Roh Moo-hyun, a highly progressive leader who was in office from 2003 to 2008.Both the presidents who succeeded Roh (Lee Myung-bak and current president Park) are conservative politicians of the Saenuri Party which has enjoyed support in a society increasingly divided between leftists and rightists.Experts believe that having an internationally renowned figure such as Ban could give the progressives the opportunity to regain power in Asia's fourth-largest economy.

BULLYING, phone tapping and placing "black box" trackers on cars were allegedly common in the ranks of the scandal-plagued Health Services Union (HSU), a corruption hearing has been told.

CURRENT and former employees of the Victorian HSU No.1 branch took the stand at the Royal Commission into Trade Union Governance and Corruption on Monday claiming they had been frozen out and intimidated by a faction loyal to branch secretary Diana Asmar.

Ms Asmar's barrister, Remy van de Wiel QC, argued some witness statements should not be tendered because they were politically motivated "scuttlebutt" that her political enemies would use through the media - an argument rejected by commissioner Dyson Heydon.Ms Asmar was in the gallery of the hearing room as a number of former and current underlings gave evidence critical of how she ran the branch and used power.Assistant branch secretary and treasurer Leonie Flynn said in evidence she felt undermined and threatened by her boss, Ms Asmar, and was prevented from carrying out her job, which included managing union finances.Ms Flynn said she was excluded from meetings, ostracised at work and was not made a signatory of branch bank accounts despite her treasurer's role.In extraordinary evidence, Ms Flynn said she met co-workers at a home in Melbourne's outer suburbs in August, 2013, to discuss problems at the branch.One colleague refused to have her mobile phone in the house because he believed the phone was tapped "and they could hear what was going on", she said.Later the same day, Ms Flynn said, Ms Asmar's car pulled in front of hers on busy Lygon St in the centre of Melbourne, then sped off.Ms Flynn said her colleagues had warned her "they know where you are all the time" and that cars were tracked either by GPS or a "black box" tracking device.She said she was traumatised by the incident and went on stress leave soon after.Ms Flynn ran in the 2012 election on the ticket of Ms Asmar's rival Marco Bolano.Mr Bolano, an ally of HSU whistleblower Kathy Jackson, was unsuccessful in his bid for secretary.The commission heard from former HSU official Robert McCubbin that when Ms Flynn secured the assistant-secretary role, there was "open discussion" among Ms Asmar's faction of how to get rid of her.One strategy, Mr McCubbin said in a statement, was that a male union official "would flirt with her and set her up for a sexual harassment claim".The hearing continues on Tuesday.

AN American hostage held by rebels in Syria for 22 months has been freed after Qatari mediation, just days after a video showed a fellow US journalist beheaded by jihadists.

"FINALLY he is returning home," US Secretary of State John Kerry said, confirming the release of Peter Theo Curtis, a 45-year-old author and freelance journalist whose disappearance had not been previously reported.

Curtis was handed over to UN peacekeepers in the Golan Heights on Sunday and after undergoing a medical checkup was transferred to US representatives, the United Nations said.News of his release came less than a week after a grisly video surfaced showing the beheading of American reporter James Foley at the hands of a masked Islamic State militant."Particularly after a week marked by unspeakable tragedy, we are all relieved and grateful knowing that Theo Curtis is coming home after so much time held in the clutches of Jabhat Al-Nusrah," Kerry said, referring to the Al-Nusra Front, another Islamic rebel group operating in Syria.Kerry said the United States had reached out to more than two dozen countries for help in securing Curtis's release, and that of any other American held hostage in Syria.US National Security Adviser Susan Rice said she expected Curtis to be reunited with his loved ones shortly.Curtis' family thanked both the governments of the United States and Qatar, as well as others who helped negotiate his release."My heart is full at the extraordinary, dedicated, incredible people, too many to name individually, who have become my friends and have tirelessly helped us over these many months," his mother Nancy said."Please know that we will be eternally grateful," she added, pleading for privacy.According to the family's statement, Curtis was captured shortly before he crossed into Syria in October 2012 and was held since then "by the militant group Jabhat al-Nusra or by splinter groups allied with Jabhat al-Nusra."The Islamic State and Al-Nusra, which both have thousands of fighters in their ranks, are rooted in Al-Qaeda in Iraq but the two groups have been openly at war with each other in Syria since early this year.Details of Curtis's release remain unclear.His mother said the family was "repeatedly told by representatives of the Qatari government that they were mediating for Theo's release on a humanitarian basis without the payment of money."The New York Times reported the family was introduced by Washington's UN envoy, Samantha Power, to her Qatari counterpart.On the heels of false starts and pricey ransom demands ranging from $US3 million ($A3.25 million) to $US25 million ($A27.05 million), the family told the newspaper that there was progress after Qatar got involved.Describing him as a published author and freelance journalist from Boston and Vermont, the family statement said Curtis writes under the name Theo Padnos.Curtis' mother recalled Foley's fate, saying she had got to know the late journalist's family."We are so relieved that Theo is healthy and safe and that he is finally headed home after his ordeal, but we are also deeply saddened by the terrible, unjustified killing last week of his fellow journalist, Jim Foley, at the hands of the Islamic State in Iraq and Syria," she said.Rice also referenced Foley's killing, which she said "shocked the conscience of the world".The United States, she said, "will continue to use all of the tools at our disposal to see that the remaining American hostages are freed.""We will continue to work tirelessly on behalf of all Americans who are held overseas so that they can be reunited with their families as well."

A CHINESE market for medical technology used to be on the long list of lofty goals for device makers.

NOW med-tech firms are seeing double-digit growth as they partner with Chinese manufacturers, purchase Chinese companies, and race to educate and woo Chinese doctors and patients eager to tap the latest technology.

A growing Chinese middle class and increasing investment in health care by the Chinese government are making such devices as pacemakers, defibrillators, insulin pumps and spine products accessible to hundreds of millions of new patients. More-familiar factors play a role, too, as the nation falls prey to such chronic ailments as heart disease and diabetes, meaning even more customers will lean on technology from device makers to prolong and improve their lives.The burgeoning Chinese middle class is estimated to number more than 400 million people - larger than the entire population of the United States. That middle class is demanding better access to health care, and the Chinese government has responded by pledging to spend $A135.24 million over the next three years, promising that all citizens will have access to basic health care by 2020.International companies are pumping money into the market.In 2011, Boston Scientific announced a five-year, $US150 million investment in China, including a new local manufacturing facility. Its Institute for Advancing Science offers Chinese doctors programs in cardiology, cardiac rhythm management, electrophysiology, endoscopy, peripheral interventions, urology and women's health.Also in 2011, St Jude Medical opened its Advanced Technology Centre Asia Pacific in Beijing. The centre is expected to train up to 2,000 doctors each year.Karen Eggleston, director of the Asia Health Policy Program at Stanford University, said a multifaceted business strategy in China - from partnerships to training to facilities to outright purchases - is a solid approach."It is common among the wiser firms, for people who are learning the market and trying to figure out which strategies work better," she said.All that growth isn't expected to slow down."The medical technology market in China has grown rapidly - consistently by double digits for the past decade or so - and it is projected to continue to do so," said Ralph Ives, executive vice president for global strategy and analysis at the Advanced Medical Technology Association, testifying recently to a US-China trade commission in Washington."The medical technology market in 2006 was about one-third the size of today's market in China, and it could expand by 40 per cent over the next three years."

SKY News is being investigated by communications watchdog Ofcom after more than 200 people complained about one of its reporters rifling through a victim's suitcase after the Malaysia Airlines flight 17 crash.

THE broadcaster apologised after journalist Colin Brazier was filmed picking up a toiletry bag and a set of keys from an open suitcase at the scene in eastern Ukraine.

During the broadcast, Brazier himself seemed to realise his mistake telling the audience: "I shouldn't really be doing this, I suppose."An Ofcom spokesman said: "Ofcom received over 200 complaints about this news report. Having assessed these, there are grounds to investigate under our rule on potentially offensive material. As in all investigations, we will take relevant circumstances into account, including any action taken by the broadcaster, in reaching a decision."The broadcast, on July 20, was met with an outpouring of outrage on Twitter with many viewers calling it "shocking" and "disgusting".Speaking at the time, a Sky News spokeswoman said: "Colin immediately recognised that this was inappropriate and said so on air. Both Colin and Sky News apologise profusely for any offence caused."Brazier is described by Sky News as one of its "most widely travelled" reporters who has previously been honoured for his reporting in Afghanistan.Two days after the broadcast, he wrote in the Guardian about what he called "a serious error of judgment".He said: "At the weekend I got things wrong. If there was someone to apologise to in person, I would."

US homebuilder confidence rises in August

US home builders are feeling more confident in their sales prospects headed into next year, a sign that home construction and sales of newly built homes may pick up after stalling during the northern summer.

THE National Association of Home Builders/Wells Fargo builder sentiment index rose in August to 55, up two points from a revised reading of 53 in July.

The latest reading is the highest since January, when it was 56.Readings above 50 indicate more builders view sales conditions as good, rather than poor.Sales of new homes are running behind last year's pace.But builders' view of current sales conditions for single-family homes, their outlook for sales over the next six months and traffic by prospective buyers each increased in the latest survey.

Police on Monday said they had finally charged the former Perth personal trainer with "reckless" driving causing death.If found guilty, Drage faces a maximum six years in jail and/or a maximum fine of Rp 12 million ($A1100).According to his mother, Tiena Drage, the 23-year-old clipped a second bike, ridden by a teenage girl.The girl's mother, who was on the back, died of her injuries in hospital the next day.Chief of the traffic accident unit in Sukabumi, West Java, Deny Irwansyah, acknowledged the delay in the case."The process has been going for 45 days now, we've gone back and forth to the prosecutors four times," he said.Ms Drage, who rushed to West Java shortly after the crash, caused a commotion at the prosecutor's office as she tried to stop the media photographing her son.A local lawyer and a lawyer from Jakarta were also present.Prosecutor Eka Aryana said there would be no special treatment for the Australian."The dossier has been accepted," she told reporters."Next we will set a date for trial, hopefully it won't be long, one or two weeks."There's no discrimination in this case, no special treatment, he must be processed by the courts."Drage's friends have been fundraising for the victim's family, who wrote a letter to police requesting he not be charged.In a statement issued from his cell last month, Drage said he hoped to befriend them."The accident leaves me with a sadness that is very difficult to describe and I want to thank her family for all the kindness and goodwill they have shown me," he said.

TREASURER Joe Hockey admits the government is "not very good" at negotiating, a key crossbench senator says.

NSW Liberal Democrats senator David Leyonhjelm met Mr Hockey in Sydney on Monday to discuss a way forward on a raft of budget measures facing blockage in the Senate.

The first fortnight of the new Senate in early July was chaotic as the federal government dealt with an 18-member crossbench, including 10 Greens, out of which it needs six votes to pass legislation.Senator Leyonhjelm told AAP after the meeting he got the feeling the 11-month-old government was still getting used to the idea of having to negotiate."I pointed out that if the situation was reversed and it was Labor in government needing our votes I would have 25 (ALP senators) new best friends," Senator Leyonhjelm said."He laughed at that and said 'that's true. We are not very good at that thing'."Senator Leyonhjelm said the Liberal Party's attitude was `we've got our policy, we've fought about it amongst ourselves and now we just want to do it and everybody should agree with us'."'You will have to change your approach', is what I suggested," he added.The pair swapped intelligence on where each of the crossbench senators stood on issues.Senator Leyonhjelm said he had no problem with the depth of the cuts in the budget and believed they should have gone deeper."I don't need convincing we have a serious budget problem," he said.When he suggested to the treasurer the budget was a lot softer than it should have been, Mr Hockey "smiled a little bit because I think he probably agrees with me", the senator said.The Liberal Democrats have suggested the mining tax legislation be split into spending and revenue bills so debate could be held separately on each measure.Senator Leyonhjelm said the Palmer United Party, lead by lower house MP Clive Palmer, and the Australian Greens were holding this up."It is Clive's tax, he has retained it," the senator said.The $7 GP co-payment could be made more palatable if it was offset by a cut in the co-payment for pharmaceuticals and the revenue did not go to a medical research fund, he said.While they did not discuss a delay in the paid parental leave scheme laws, it was discussed in terms of its financial impact, which the treasurer said would be "cost-neutral".Senator Leyonhjelm believes the money would be better spent on childcare services.The coalition's Direct Action climate plan appears doomed as well.All of the crossbenchers who have met the treasurer have been offered briefings by Treasury.The Liberal Democrats plan to take up a suggestion that they have their key policies costed by the Parliamentary Budget Office.

CROSSBENCH senators continue to pressure the Abbott government to withdraw or revise some of its controversial budget measures.

TREASURER Joe Hockey met with Liberal Democrats' senator David Leyonhjelm on Monday as he continued a round of talks with the MPs ahead of federal parliament sitting later this month.

Senator Leyonhjelm later told AAP he got the feeling the 11-month-old government was still getting used to having to negotiate."I pointed out that if the situation was reversed and it was Labor in government needing our votes I would have 25 (ALP senators) new best friends," Senator Leyonhjelm said."He (Mr Hockey) laughed at that and said 'that's true. We are not very good at that thing'."Senator Leyonhjelm said he had no problem with the depth of the budget expenditure cuts, saying they could have gone further.When he suggested this to the treasurer, Mr Hockey "smiled a little bit because I think he probably agrees with me", the senator said.The Liberal Democrat, who opposes new levies on business, has proposed the mining tax legislation be split into separate spending and revenue bills for debate and complains Clive Palmer's Palmer United Party (PUP) and the Australian Greens were holding up progress."It is Clive's tax, he has retained it," the senator said.As well, a proposed $7 GP visit co-payment could be made more palatable if it was offset by a cut in the co-payment for pharmaceuticals and the revenue did not go to a medical research fund.While Mr Hockey and the senator did not discuss a delay to Prime Minister Tony Abbott's signature paid parental leave scheme, its financial impact was discussed the treasurer saying it would be "cost-neutral".Senator Leyonhjelm believes the focus - the scheme is expected to cost about $4 billion a year and be partly funded by a levy on big corporations - should be on childcare services.The PUP wants Mr Abbott to give up the scheme, saying it's too expensive.PUP senator Jacqui Lambie, who met with Mr Hockey over the weekend, said she was convinced a mini-budget was needed and that the paid parental leave and the GP co-payment should be axed.While she personally liked Mr Hockey, "his economics are certainly worth questioning".Senator Lambie will bring a "folder full of questions" with her when she visited the Treasury department office in Canberra next week."I think the budget measures are illegitimate and they don't have a mandate for them," she told ABC Radio on Monday.The PUP has suggested halving the foreign aid budget to pay for economic stimulus in struggling states like Tasmania."He was just sort of stunned," Senator Lambie said of the treasurer's reaction to the proposal.Mr Hockey, who needs to secure at least six senator crossbench votes to get his remaining measures through, said there was a lot of work to do."I will meet with anyone who is sensible and the independent senators so far are proving to be sensible, unlike some of the others in the upper house," he said.Shadow treasurer Chris Bowen said the coalition budget was out of touch and unfair because it targets low income earners.

"He was doing, like, a balancing act on the balcony. Next minute he's just fallen over," he said.Freeman, who pleaded guilty to making $3 million worth of ecstasy last year, said he ran downstairs to try to help the man."We're best mates. We've know each other for 10 years, we were just having a laugh around," he said.Carlo Davids is now recovering in St Vincent's Hospital.Freeman was questioned by police after the fall but no charges have been laid.

CSG firm admits health impacts: activists

ACTIVISTS claim a coal seam gas firm's buy out of properties near its Queensland operation is an admission the gas is harmful.

HOWEVER, the Queensland Gas Company (QGC) says it has purchased 60 properties in the Surat Basin over the past decade to build infrastructure and to minimise the impact on residents.

Lock the Gate president Drew Hutton says the firm has been "quietly" buying properties from residents at Tara, west of Toowoomba, who have complained of health impacts."The buy outs are a tacit admission by this foreign owned company that coal seam gas is harmful to human health," he said in a statement."Finally QGC has admitted responsibility and bought some people out."We are waiting to see if the company will do the right thing for the remaining residents who have been suffering a range of health effects from air pollution and black rain."A QGC spokesman says sellers approached the firm and the purchase of properties didn't relate to health impact claims."QGC sometimes purchases properties in the Surat Basin to support development of long-term infrastructure and to minimise impact on residents," the spokesman said."These purchase decisions are made on a case-by-case basis and all the properties have been offered for sale by the sellers."Residents have reported nose bleeds, chronic headaches, nausea and rashes among children and adults living in the Tara residential estate.They believe CSG mining in the area is contaminating the air and poisoning potable groundwater.The health department last year reported a recent study could not determine whether any of the health effects reported by residents was linked to exposure to CSG activities.

Gold miner cuts jobs as it expands

AUSTRALIA'S second largest gold miner has cut more than 200 jobs over the past six months after purchasing a series of gold mines.

NORTHERN Star Resources managing director Bill Beament said the West Australian company had reduced its workforce at its operations in Kalgoorlie plus its Plutonic mine, but no redundancies occurred at its recently acquired Jundee mine.

"At this point in time we don't see anything else changing," he said.Around 90 voluntary redundancies occurred at Kalgoorlie while staff numbers at Plutonic had been reduced by about 140.Northern Star recently beat its quarterly production target and said it expects to produce between 550,000 and 600,000 ounces of gold at between $1,050 and $1,100 an ounce during the 2014/15 financial year.The company's latest acquisition, the Jundee mine, produced an additional 75,000 ounces of gold during the June quarter, but was not included in the quarterly result.The company plans to reduce costs by about ten per cent over the upcoming year, through supply and productivity improvements.Mr Beament said the company planned to install another director on the company's board over the next six months, as the company expands."We're very quickly and rapidly growing," he said.He said key investors such as investment manager Blackrock were driving a push towards higher margins rather than volumes."We can't control the gold price, but we can control our costs," he said.Mr Beament said labour costs across the industry were around 10 to 15 per cent lower than recent years.He added that Northern Star's wages were in line with major global miners such as Barrick Gold and Newmont.

JUST two months into the job, Treasurer Andrew Constance is set to announce NSW's finances are heading toward surplus earlier than previously expected.

IT is understood Tuesday's budget, which is the last to be delivered by the Baird government before next year's March election, will predict a surplus by 2015/16.

That's one year earlier than forecast by former treasurer and now premier Mike Baird six months ago.Mr Constance is expected to deliver the good news in his first budget on Tuesday, which will mark the start of the Baird government's pitch to voters before next year's March election."We have a state economy that is going gangbusters, driven by our focus on housing and jobs," he told reporters in Sydney on Monday.Borrowing a phrase synonymous with US politics, Mr Constance said his "Super Tuesday" budget would focus on infrastructure, with more than $60 billion going toward roads, rail and hospitals over four years.But Opposition Leader John Robertson dismissed the announcement, saying NSW governments had always spent about $60 billion on infrastructure each budget.Meanwhile, the treasurer acknowledged the state's finances had been affected by cuts in federal funding and said there would be "challenges" in health beyond the forward estimates.It is understood an Abbott government decision to deliver a $703 million payment for the Pacific Highway upgrade this financial year is set to affect the 2014/15 bottom line, leaving it further in deficit.Mr Robertson expects the budget to be "built on cuts", despite "record revenue" from stamp duty and speed cameras."Mike Baird as treasurer has shown that when it comes to cutting, he can cut with the best of them with the deep cuts that we've seen for the last three years," Mr Robertson said.The treasurer is expected to spruik the government's plan to raise $20 billion from the sale of NSW's electricity assets in his budget speech.

Anger in UK over Blair comments on Iraq

FORMER prime minister Tony Blair has faced derision across the British political spectrum after he said the 2003 invasion of Iraq was not linked to the current unrest in the country.

BLAIR, now a Middle East peace envoy, had "finally gone mad," Boris Johnson, the Conservative mayor of London, wrote in his regular Daily Telegraph column.

An essay on the Iraq crisis published at the weekend by Blair was "unhinged in its refusal to face facts" and made up of a "chain of bonkers assertions," Johnson said on Monday.Blair, a Labour politician, led Britain into the Iraq war alongside former US president George W Bush, justifying it with the mistaken assertion that the late dictator Saddam Hussein was hiding weapons of mass destruction."The Iraq war was a tragic mistake, and by refusing to accept this, Blair is now undermining the very cause he advocates - the possibility of serious and effective intervention," Johnson wrote.Lord Prescott, who was Blair's deputy prime minister, also attacked his former boss, telling Sky News that intervention in Iraq took the West "back to the Crusades" of the medieval period."I don't agree with Tony as I didn't then," he said, adding that Blair's essay confirmed that the 2003 invasion had always been about "regime change".Christopher Meyer, Britain's ambassador to Washington from 1997 to 2003, also criticised Blair, writing in the Mail on Sunday that the decision to invade Iraq was "perhaps the most significant" cause of the current violence.In an essay published on his website Saturday, Blair argued that Britain was not responsible for the current unrest in Iraq: "We have to liberate ourselves from the notion that 'we' have caused this. We haven't." It was "bizarre" to argue that "but for the removal of Saddam, we would not have a crisis," he said."The fundamental cause of the crisis lies within the region not outside it," he wrote."The problems of the Middle East are the product of bad systems of politics mixed with a bad abuse of religion going back over a long time."Blair also repeated his arguments during television interviews and urged the West to intervene, saying that otherwise, it faced future terrorist attacks from extremist Muslim groups."Every time we put off action, the action we will be forced to take will ultimately be greater," he wrote.

Ambulance Vic named in ATSB death report

A MAN who died after being crushed by a crane on a cargo ship lay injured while an ambulance trying to reach him was locked out of the port.

AMBULANCE Victoria had neglected to train officers in how to open gates at Portland - a massive multi-berth facility about 300km west of Melbourne - says a report into the incident.

A crew member telephoned for help for the ship's injured but conscious Chinese assistant electrician but the emergency operator at first could not find the port on a mapping system and so dispatched an ambulance to the general location.Paramedics faced a locked and unmanned gate, unaware that the ambulance service had been provided with swipe cards, the Australian Transport Safety Bureau reported on Monday.They drove to a second gate seeking access and then back to the original entry point where they were lucky to meet a staff member.Despite the hold-up, paramedics reached the man 13 minutes after they were called.Forty-nine minutes later, after a delay arranging to open the gates to leave, the ambulance arrived at Portland Hospital.Shortly afterwards the man died.The ATSB concluded the electrician had been working without proper approvals near an operating crane on the deck of the Singapore-based Toucan Arrow when he was crushed on October 7, 2013.A warning light in the area was inoperative and, because of background noise, he is unlikely to have heard the alarm warning of the crane's approach.Although no one witnessed the incident, a torn strip of his clothing was found on a hatch lid against which he is believed to have been pinned as the remote-controlled crane moved along the deck.The ATSB found the ship's master failed to alert port authorities and therefore an emergency response, including manning of port access gates, did not occur.The ambulance service had not taken up an offer by the port authority to take paramedics on a familiarisation tour of the port.In response, Ambulance Victoria said it was impractical to hold access cards for the variety of sites that may call on its services.Portland-based paramedics have since undergone retraining.

REBEL Liberals Ian Macdonald and Cory Bernardi are unbending in their plans to frustrate some of their government's key budget measures.

SENATOR Macdonald has signalled he will side with the Greens when the upper house votes on a temporary tax levy the government wants to impose on high-income earners from July.

Senator Bernardi doesn't plan to go that far, preferring to abstain from the vote because the measure will pass the Senate with Labor's support.But neither senator was prepared to back a move by the Greens on Monday to make permanent the measure that increases for three years the top tax rate from 45 per cent to 47 per cent for income earned over $180,000.Senator Macdonald, who has threatened to cross the floor of parliament, argues the levy should apply to corporations as well as individuals."I don't think it goes far enough," he told parliament.Senator Bernardi's opposition to the levy comes from his belief that Australians are paying too much income tax now.Both senators are also likely to oppose the government's paid parental leave scheme, a move that threatens not only to embarrass its prime backer Prime Minister Tony Abbott but scuttle the scheme as well."My crossing the floor might be relevant on some occasion over the next year or so," Senator Macdonald warned.Opposition Leader Bill Shorten was keen to play up the pair's stance as a sign of disarray within government ranks.But he also took a pot-shot at the Liberal senators over their decision to stand up for the top one per cent of income earners."I just wish they would stand up for low-paid people with the same vigour," he said.Australian Greens leader Christine Milne isn't impressed with Labor's decision to support the levy."If ever there was a con job on the Australian people this is it," she said, adding her party couldn't support a temporary levy while the budget made an ideological attack on the welfare system.The government for its part is trying to play down any signs of an internal revolt, saying the burden of repairing the budget would have fallen on those receiving welfare payments if it hadn't imposed a levy on the rich."Of course that is not what we think would be right," Finance Minister Mathias Cormann told parliament.

A Westpac survey shows 48 per cent of working-age Australians would do "everything they could" to find their lost mobile phone but just a third would be as vigilant about tracking down $2,500 of their missing super.Westpac retail banking general manager Gai McGrath said the figures reveal widespread apathy about superannuation."For someone in their twenties, $2,500 in super today could amount to more than $22,000 by the time they retire," she said."When you put it in these terms, you start to realise how much of an impact this money can have on your financial future."Ms McGrath said superannuation funds are usually lost as a result of moving to a different fund when a person changes jobs.The report showed more evidence of super apathy with 31 per cent of people saying they would prefer to find $200 in cash than $2,000 in lost superannuation.Nine out of 10 of those surveyed do not know whether they have any superannuation.Tracking down lost super is as easy as going to the Australian Tax Office (ATO) superseeker website and entering your name and tax file number."With $18.2 billion in six million lost and ATO-held super accounts across the country, we have heard amazing stories of people finding tens of thousands of dollars," Ms McGrath said."If the average mobile phone costs around $600 and the average lost super account is more than $2,000, you can see that it makes sense to put as much effort into finding your lost super as you would a lost phone."

D-day trip veteran marks 90th birthday

A WAR veteran who turned up in Normandy after he was reported missing from his care home in England says he is overwhelmed by the number of cards and gifts he has received for his 90th birthday.

BERNARD Jordan, whose birthday is on Monday, made headlines around the world when he disappeared from The Pines care home in Hove, East Sussex, embarking on a cross-channel trip for the 70th anniversary of D-Day wearing his war medals underneath his grey mac.

But the former Royal Navy officer decided his birthday should be more low-key and is celebrating it quietly with friends and his wife Irene, a spokesman for the veteran said.The Candy Girls, who met Mr Jordan on his way to France, will also be singing to him, the spokesman said.The former mayor of Hove said he wanted to thank everyone for their good wishes after being inundated with at least 2500 birthday cards from around the world following his Normandy adventure."I just can't believe it. It's quite overwhelming to be honest," Jordan said."I want to thank everyone who sent me a card or a gift. Sadly I can't thank everyone in person so I hope they get this message."I'm just one man and I'm nothing special. Anyone would think I'd defeated Hitler on my own."There were a lot of other people on the beaches of Normandy that day, this lovely attention is for them really, not me."Jordan's disappearance on June 5 sparked a police search and his whereabouts was only uncovered when a younger veteran from Brighton phoned later that night to say he had met the veteran on a coach on the way to France, and that they were safe and well in a hotel in Ouistreham.

White House defends Guantanamo releases

THE White House has defended the release of five Guantanamo detainees in exchange for a US soldier held by the Taliban, saying a potential threat had been "sufficiently mitigated."

Army Sergeant Bowe Bergdahl - the only US soldier held by the Taliban after being captured in Afghanistan - was freed on Saturday in a dramatic deal brokered by Qatar.

In exchange, five Taliban prisoners were turned over to the Arab emirate, where they will remain for a year, sparking criticism from some Republicans, who claimed they could return to the battlefield and pose a threat to Americans abroad.

But White House Press Secretary Jay Carney took to the US morning talk shows on Monday to downplay the threat posed by the men - influential former officials of the Taliban regime that was toppled by the US-led invasion of Afghanistan.

"We have a history in this country of making sure that our prisoners of war are returned to us, we don't leave them behind," Carney told CNN.

"And it's entirely appropriate, given the determination made by the secretary of defence, in consultation with the full national security team, that the threat potentially posed by the returned detainees was sufficiently mitigated to allow us to move forward and get Bowe Bergdahl back home where he belongs."

Carney added that a travel ban and monitoring was in effect, giving Pentagon chief Chuck Hagel "the confidence to make the determination he did.

"I can say that we do believe and have confidence that the measures put in place in agreement with the host country allow us to feel confident that the threat is sufficiently mitigated," he said.

Bergdahl's almost five years in captivity saw him transferred between various militant factions along the volatile Afghanistan-Pakistan border, finally ending up in Pakistan's North Waziristan tribal district, according to militant sources.

The circumstances of the Idaho native's disappearance, from a base in Afghanistan's eastern Paktika province in 2009, remain unclear.

He arrived Sunday at the US military medical centre in Landstuhl in southern Germany where he is to continue his "reintegration process," the army said.

Businesses worried about budget cuts

MORE than half of Australia's businesses are worried about the fallout from the federal government's tough budget will have on them.

Nearly 60 per cent of businesses surveyed by Dun & Bradstreet expressed concern about the budget.

Retailers are bracing themselves for a tough September quarter, with expectations of falling profits following the steep spending cuts announced in last month's budget.

A quarter of retailers expect a fall in earnings, pulling the sector's profits index into negative territory for the first time in two years.

"The fall in expected earnings for retailers is reflective of the mood among consumers, which has dropped significantly following the release of the budget," the head of Dun & Bradstreet's Australasian operations Gareth Jones said on Tuesday.

"Combined with soft wages growth, and signs from D&B's consumer financial stress index that individuals are finding conditions more difficult, it's unsurprising that many businesses expect to see spending levels fall away."

Despite the gloom in the retail sector, manufacturers raised their expectations for sales and profits to 10-year highs.

Forty six per cent expected higher profits in the September quarter, with 57 per cent forecasting better sales.

Wholesalers were just as upbeat, with 43 per cent expecting a rise in earnings and 56 per cent flagging a lift in sales.

However their optimism was not enough to offset the lower expectations among retailers and those in the transportation, communications and utilities sector as well as those in finance, insurance and real estate, and services.

As a result the D&B all-industries sales expectations was flat at 33.4.

Overall, 62 per cent of businesses expressed confidence about growth this year compared to 2013.

Hiring expectations also lifted for a fourth consecutive quarter, buoyed by the better-than-expected 5.8 per cent unemployment rate announced in May.

More than a fifth of businesses plan to hire workers in the September quarter, with nine per cent planning to cut staff.

"Despite concerns from business about the potential impact of the budget, expectations are, on balance, favourable for the next three months," said Dun & Bradstreet's economic advisor Stephen Koukoulas.

Lucy rejects Malcolm leadership talk

MALCOLM Turnbull's fluey quest for spicy soup has been miscast as a leadership challenge, the cabinet minister's wife and former Sydney lord mayor Lucy Turnbull says.

Lucy Turnbull told the ABC's Q&A on Monday there was no conspiracy when her husband met Mr Palmer, the leader of the Palmer United Party, for dinner last Wednesday night.

Mr Turnbull sent a text message at 6pm on Wednesday saying he had the flu and needed some spicy soup.

"He sent me a message at 6.30 in the morning saying 'guess what, having dinner and then Clive came along.'"

"It was completely spontaneous.

"It has been completely miscast."

Mr Turnbull on Monday labelled conservative political commentator Andrew Bolt "demented" and "unhinged" for suggesting he's trying to take back the Liberal leadership.

Liberal senator Cory Bernardi, also a guest on the program, said he thought Mr Turnbull went too far in criticising Mr Bolt.

"It was inappropriate, it was unwise to do," he said.

It kicked the whole thing along.

"Malcolm I just think went a bit too heavy today."

On Sunday Mr Bolt asked Prime Minister Tony Abbott at the weekend whether Mr Turnbull's recent dinner with Mr Palmer was an indication Mr Turnbull has designs on the party's top job.

Mr Abbott on Sunday played down Mr Turnbull's actions, saying it was "perfectly reasonable" for senior members of the coalition to talk with crossbenchers to help get the budget passed.

Mr Bolt has written on his popular blog that he is sure Mr Turnbull is not contemplating any imminent challenge.

Brown wooed as face of Tasmanian tourism

BOB Brown is being wooed as the face of Tasmanian wilderness tourism.

The former Greens leader has been sounded out by the state's tourism industry to promote Tasmania's World Heritage Area.

The idea builds on the recent Go Behind the Scenery campaign, which sought to make the state's environmental battles a point of interest for tourists.

Tourism Industry Council boss Luke Martin has said Dr Brown defines the state's recent history.

But the Greens' patriarch may not be easily wooed.

Tasmania's new Liberal state government wants to open up national parks to eco-tourism development, a move Dr Brown has called "stupid" and "greedy".

Premier Will Hodgman is also backing a federal government move to cut 74,000 hectares from the World Heritage Area.

Dr Brown says he already pushes destination Tasmania but there would be conditions to him fronting a tourism campaign.

"I'm very woo-able but not unless they get the (balance) right," he has told the Hobart Mercury.

"Private development should be outside World Heritage and outside national parks, and developments inside national parks should be public and they should be well funded."

The Hodgman government has called for potential investors to pitch "sensitive and appropriate" eco-tourism ideas.

Mr Martin says they are the norm in countries such as New Zealand and Canada, where green groups support them.

Greens leader Christine Milne said the tourism industry should oppose the federal government's World Heritage wind-back.

"It's a bit rich for the Tourism Industry Council to be appealing to Bob Brown to help it sell tourism in World Heritage Areas while the Abbott government is trying to destroy them," she said in a statement.

Better airliner tracking announced: IATA

AVIATION industry plans to improve global tracking following the Malaysia jet disappearance will be ready in September, the International Air Transport Association (IATA) says.

Announcing the date, the association's chief Tony Tyler repeated his earlier message that there must be "no repeat" of the flight MH370 incident.

Nothing has been found of the Malaysia Airlines' Boeing 777, which vanished on March 8 with 239 people on board en route from Kuala Lumpur to Beijing.

"The loss of MH370 points us to an immediate need," Mr Tyler, IATA's director general and chief executive, told a world air transport summit in Doha on Monday.

"A large commercial airliner going missing without a trace for so long is unprecedented in modern aviation. It must not happen again.

"IATA, the International Civil Aviation Organisation (ICAO) and experts from around the world are working together to identify the best recommendations for improved global tracking.

"By September, we will deliver draft options to ICAO.

IATA's global aviation data management project is building the world's largest resource of operational information with data from a global spectrum of industry and government contributors.

"Our ultimate goal is to predict the potential for accidents and so ensure that they don't happen," Mr Tyler added.

"This is not science fiction. Each new data contribution and every improvement in our analytical capabilities moves this closer to reality."

Last week, Australia's Joint Agency Co-ordination Centre announced an end to the search in the southern Indian Ocean for the missing plane, after nothing had been found.

The agency said that an expanded search, based on satellite analysis of the plane's most likely route, would probably begin in August after commercial side-scan sonar operators were contracted.

NATO, Russia views on Ukraine 'far apart'

NATO'S and Russia's views on the crisis in Ukraine "remain far apart," a spokeswoman for the military alliance says after its ambassadors met with Moscow's envoy to NATO, Alexander Grushko, for the first time since March.

"It is clear that there are fundamentally different views on this crisis, on its origins, on what is happening now and how it should be resolved," NATO Secretary General Anders Fogh Rasmussen concludes after the talks, according to spokeswoman Oana Lungescu.

The NATO ambassadors call on Russia to engage constructively with Ukraine's newly elected president, Petro Poroshenko, and say they would not recognise the annexation of Crimea.

"They also called on Russia to respect its international commitment to stop the flow of arms and weapons across the border, to stop supporting armed separatists in Ukraine and to withdraw in full and verfiable manner their troops from the border," Lungescu says.

Ex-Montana gov, others seek money for mine

A GROUP of investors that includes former Montana governor Brian Schweitzer is seeking $10 million from a mining company in exchange for access to a huge copper and silver reserve - a move the company's chief executive says was "extortion" and included a threat to stir up negative publicity for the project.

Schweitzer, who has hinted at a 2016 presidential run, rejected the accusation and said he had been making a good-faith effort to resolve the dispute with a cash and stock settlement.

The two-term Democratic governor last year joined a handful of investors to form Optima Inc. That business controls mining rights - known as claims - on underground parcels needed by Mines Management Inc to access the proposed Montanore mine beneath the Cabinet Mountains Wilderness near Libby.

The mine would tap into underground veins of copper and silver ore valued at more than $8 billion and employ 350 people. A federal judge in April gave Montanore a preliminary condemnation order giving it rights to access the reserves through tunnels passing through Optima's claims.

The order entitles Optima to just compensation. Schweitzer says $10 million represents a "ballpark figure" of what the claims are worth, and it is based on an earlier offer from Optima that was rejected by Mines Management.

Mines Management Chief Executive Officer Glenn Dobbs told The Associated Press that when Schweitzer called him in March to make the offer, the former governor threatened retribution if Optima didn't get its way.

"It was an extortion call," Dobbs said. "They were going to announce to the world that we didn't have access to the project. They would create controversy and depress our share price ... It's really gutter-type gangsterism."

Schweitzer responded that Dobbs' accusation was "silly."

"How would it make sense for us to depress the value of the shares if that's the way we were hoping to be paid compensation? These are illogical allegations, and they are not true," he said.

Schweitzer left office last year and now serves as chairman of Stillwater Mining Inc, where he helped engineer a corporate board takeover that ousted the company's former chairman and CEO. Stillwater - Montana's largest mining company - is not involved with Optima or the Montanore mine, Schweitzer said.

A formal compensation claim against Mines Management from Optima is expected to be filed in federal court Thursday. If the two sides cannot agree on compensation, the court will appoint a commission to resolve the matter, according to Montana condemnation laws.

The mining claims at issue were originally owned by another member of Optima, Arnold Bakie, according to court documents.

Spokane-based Mines Management needs the Bakie claims to access a 4,200 metre tunnel and build another that would give it access to the silver and copper reserves, the company said in court documents.

Bakie and others with claims at the Montanore site were sued by Mines Management in an attempt to cancel out their claims.

After a state court rejected the lawsuit, the company filed a separate complaint in US District Court to condemn the claims under Montana's eminent domain law.

A previous $100,000 offer to Bakie was rejected last year.

Schweitzer said he had followed the case as governor, and he got involved once he left office. Optima was incorporated after conversations between Schweitzer and Bakie that the governor said were "mutually" initiated.

"I was familiar with the doings here as governor," Schweitzer said. "I saw what was happening: These guys from MMI (Mines Management) thought they would come in here and strong-arm Arnold Bakie and their big lawyers are going to scare him ... Now he has partners that stand with him."

In March, Mines Management turned down Schweitzer's offer to resolve the claims dispute in exchange for cash and stock worth about $10 million, according to Dobbs and Schweitzer. That's when Dobbs said Schweitzer made his threats.

Dobbs also accused Schweitzer's administration of delaying the project during his two terms in office - another claim that Schweitzer said is untrue.

"Quite the opposite. This is an opportunity to settle this thing and have it over with" so work on the mine can proceed, he said.

Mines Management has been seeking state and federal permits since 2005 for Montanore. Its reserves hold 230 million ounces of silver and 1.7 billion pounds of copper, according to Mines Management.

A permit decision by the US Forest Service and other agencies is targeted for 2015.

That timeline is largely dictated by the federal agencies, not the state, said Kristi Ponozzo, project coordinator at the Montana Department of Environmental Protection. She said she was unaware of any involvement by Schweitzer when he was in office.

Moose disrupts handicraft class in Sweden

SCHOOLCHILDREN in western Sweden received a surprise visit during their handicraft class when a moose jumped through the window.

The teacher and a dozen teenagers fled the classroom on Monday to another part of the school and locked themselves into a room to escape the thrashing animal, which had wounded itself on the broken window.

Goteborg police spokesman Thomas Fuxborg told daily Aftonbladet that the young moose "was in a panic and so were the children and teacher".

Officers broke a window to let the schoolchildren out and later shot the wounded animal that couldn't find its way out of the school.

Except for the moose, no one was injured during the incident at the high school in Molndal, near the western city of Goteborg.
